我說，這筆錢，在美國私立大學是個"零頭"而已，要辦世界一流大學，可能要一兆元.......台灣應該先學習香港、新加坡辦大學......。

The London School of Economics (officially the London School of Economics and Political Science, often referred to as LSE or the LSE) is a public research university located in London, England, and a member institution of the federal University of London. Founded in 1895 by Fabian Society members Sidney Webb, Beatrice Webb, Graham Wallas, and George Bernard Shaw for the betterment of society, LSE joined the University of London in 1900 and established its first degree courses under the auspices of the university in 1901.^[6] LSE started awarding its own degrees in its own name in 2008,^[7] prior to which it awarded degrees of the University of London.

民間捐30億、4任教育部長當董事　「台北政經學院」明年招生

促轉會前主委黃煌雄獲得民間挹注1億美元（約台幣30億元），參考世界名校倫敦政經學院（LSE）成立台北政經學院（TSE），今（5/8）與清華大學舉行簽約儀式，未來將採全英文授課，預計明年、110學年度起開始招生。


英國倫敦政經學院學術底蘊豐厚，孕育20位諾貝爾獎得主也是總統蔡英文母校。促轉會前主委黃煌雄受到費邊社1895年成立倫敦政經學院（LSE）啟發，規劃在台籌劃台北政經學院（TSE），並獲台灣企業家林陳海捐款1億美金、約30億台幣支持。

台北政經學院基金會今與國立清華大學舉行正式簽約儀式，並應邀黃榮村、曾志朗、吳清基、蔣偉寧4位教育部前部長擔任董事。黃煌雄表示，成立台北政經學院是一生的追求，除了得到民間資金挹注，亦獲得前後任4位教育部長的支持，未來將在清華大學校內以「校中校」模式運作。

清大校長賀陳弘表示，台北政經學院將作為清大的第11個學院，將酌參倫敦政經學院模式開辦跨領域碩、博士學程，採全英文授課、7成學生為外籍生。預計110學年度至少先招收10名碩士生，後年111學年度則至少招收40名碩士生、10名博士生，招生名額將逐年增加，創辦初期先使用清大寄存於教育部的招生名額，後續則會陸續向教育部申請增加，未來畢業證書將註明清華大學。

賀陳弘也談到，台北政經學院的成立是台灣教育史上的大規模跨界行動，全球高教競爭激烈，且高教中心正往亞洲轉移，對清大而言雖是挑戰也是機會，台北政經學院就是對國際挑戰的回應。賀陳說，該筆捐助案亦是台灣高等教育社會科學領域史上最大筆的捐助，在公立大學上挹注民間資源，讓高等教育發展如虎添翼。

捐款人代表、台北政經學院董事林家宏則說，父親林陳海長期關注教育、認同黃煌雄理念，故以30億元台幣設立基金，孳息將作為台北政經學院經常性運作經費，估計每年可供運用平均經費超過一億元。（許維寧／台北報導）
